The public relations plan serves as the blueprint of what is to be done and how it will be executed. Systematic planning is like putting together a jigsaw puzzle. All the pieces must be arranged so a coherent design or picture emerges. It is the process of gathering information, analyzing the information and creatively applying it for the specific purpose of attaining an objective. Although there variations, public relations plans include eight basic elements: situation, objectives, audience, strategy, tactics, calendar/timeline, budget and evaluation.
